EDUCATIONAL PROGRAM

Kazakhstan entry into the Bologna process dictates the need to bring education, professional standards, qualifications and job positions in line with European directives, including in nursing.

For Kazakhstan, the development of the nursing system means its development at all levels of education, quality control of education at the level of international standards, the introduction of the institute of nursing specialists with different positions according to the level of education.

In order to bring the nursing education system in line with the European Directives, the qualifications framework in the Republic of Kazakhstan in 2014, the Ministry of Health of the Republic of Kazakhstan, The Republican Center for Health Development of the Ministry of Health of the Republic of Kazakhstan and pilot medical colleges with the support of the International Bank for Reconstruction and Development within the framework of component C "Reforming medical education and science" of the Project "Technology Transfer and institutional reform in the health sector of the Republic of Kazakhstan", together with international experts of the Federation of Universities of Applied Sciences of Finland, developed an educational program for an applied bachelor degree(hereinafter referred to as the program).

The main goal of the program is to train practice-oriented nursing professionals who are able to critically analyze information, effectively manage resources, and provide safe patient-centered care based on evidence-based nursing practice.

After successful completion of the educational program of the applied bachelor degree and successful completion of the final certification, the qualification 0302054 "Applied Bachelor of Nursing" is awarded.

The standard period of full-time study is:

on the basis of general secondary education – 3 years 6 months (the labor intensity of the program is 140 credits (210 ECTS credits) or 6300 hours, of which 2640 hours (42) for clinical training%);

on the basis of technical and vocational education under the accelerated training program – 1 year 6 months (the labor intensity of the program is 60 credits (90 ECTS credits) or 2700 hours;

COMPETENCE-BASED APPROACH TO BUILDING A TRAINING PROGRAM

The implemented educational program of the applied bachelor degree in Nursing is based on a competence-based approach, which involves focusing on the student academic performance and learning outcomes to achieve specific goals and objectives of the program.

The comparative data presented in Table 1 show a significant difference in the implementation of the program based on the competence approach and the ideological model of the program based on the content.

According to the content model (content-basedmodel), the assessment is based on the assessment of students assimilation of the necessary content at the level of simple memorization or understanding. In addition, content-only orientation does not pay due attention to how this content is transmitted-teaching methods based on simple knowledge transmission are usually teacher-centered. To put it another way, the content model of education is more focused on the «input».

The competence-based model of an educational program, on the other hand, focuses on «process» and «output».A focus on "exit" means that the curriculum designates the competencies(a unique fusion of knowledge, skills, and attitudes/behaviors) that the graduate must possess in order to be ready for the professional activities required of them by the required instructions and culture of the organization in which the graduate will work. As a rule, competencies are described in a sufficiently broad formulation and are disclosed in a more specific description of the final learning outcomes.

Focusing on the «process» means that the competence-based educational program focuses on the individual development process of each student and is developed in terms of activity and experience, rather than in terms of acquired knowledge and memorized facts.This is facilitated by the technologies of student-centered and self-directed active learning.The focus on the "process" in the implementation of educational programs shows not only the distribution of information and learning outcomes throughout the curriculum, but also recommendations for the use of student-centered and self-directed learning technologies.

The implementation of competency-based education also implies a change in teaching methods, they should not be teacher-oriented. Incorrect clinical training without clear results and deadlines can lead to difficulties in implementing the competence approach. In addition, in the transition from traditional to competence-based, attention should also be paid to infrastructure, educational, and information resources to meet the needs of the student

BC-1

BC-1.1.

SELF-DEVELOPMENT: takes responsibility for the long-term planning of their continuous professional development and chooses the most effective training methods to achieve their goals.

BC-1.2.

LEARNING IN  GROUP: shows the responsibility for sharing knowledge, experience and resources in the group to achieve the group goals, clear and timely execution of collective tasks.

BC-1.3.

INFORMATION MANAGEMENT SKILLS: identifies its own information needs, determines the priority directions of information search, finds and critically evaluates information from different sources, summarizes and applies the information obtained in practice.

BC-1.4.

CRITICAL THINKING AND MAKING DECISION: Identifies a problem and potential solutions, logically analyzes facts and judgments, tests hypotheses and evaluates the probability of events, draws conclusions and makes informed decisions.


BC-2

PROFICIENCY: demonstrates commitment to professional ethical principles and principles of confidentiality, complies with legal and organizational norms, is responsible for maintaining a positive working environment, focuses on improving the efficiency of activities in general, is responsible for their actions and the final result.

BC-2.1.

PROFESSIONAL ETHICS: Demonstrates a commitment to professional ethical principles to protect the rights and interests of the patient/client/family and community, as well as the principles of confidentiality.

BC-2.2.

ROLES AND RESPONSIBILITIES: Understands its roles, rights, and limits; assumes responsibility for its actions or omissions in accordance with legal regulations and organizational requirements.

BC-2.3.

REFLECTIVE BEHAVIOR: able to analyze the effectiveness of their actions, the activities of the professional team and the organization as a whole, adjust actions and be responsible for the final result.

SAFETY: applies methods of protection against the impact of harmful factors on the safety of people and the environment, applies various technologies to improve safety, critically evaluates and adapts them in unexpected and rapidly changing situations, as well as in situations of crisis and disaster.

CLINICAL SKILLS AND KNOWLEDGE: Has a broad range of clinical skills and technologies to provide safe and patient-centered nursing care in accordance with operating procedure standards and evidence-based nursing guidelines( standards), has in-depth knowledge of health disorders, and provides appropriate nursing care to individuals, families, and groups in primary care health care organizations.

PC-1.3

PATIENT-CENTERED NURSING CARE: independently assesses the needs of nursing care, using modern theoretical and clinical knowledge, and develops a patient-centered nursing care plan; makes decisions together with the patient, taking into account the views of his/her family; implements a care plan, providing person-centered/patient-centered integrated nursing care with an emphasis on achieving treatment results, provides recommendations for follow-up care.

PC-1.4

DOCUMENTATION OF NURSING: maintains timely and accurate nursing records based on the nurse classification system and the systematics of electronic medical records, using the necessary computer technologies; monitors and analyzes the documentation.

SCIENTIFIC APPROACH AND EVIDENCE-BASED NURSING PRACTICE: plans and implements research in nursing, presents research results and implements them in clinical practice, makes informed decisions based on evidence-based nursing practice.
