Accommodation and accommodation rules for students of Kyzylorda Higher Medical College dormitory

The rules are a systematic regulatory act of the college dormitory, the implementation of which is required by the deputy of education for all residents living in the student dormitory.

Boarding students are accepted through the members of the admission commission based on the state service standard “Providing accommodation for students studying in technical and vocational educational institutions” approved by the order of the Government of the Republic of Kazakhstan No. 200 dated April 14, 2015.

Procedure for placing and offering a place in a student dormitory

1) a request for a place in a dormitory in the name of the head of the Kyzylorda Medical College according to the form in accordance with Appendix 2 to this standard;

2) if there is a family, a statement about the composition of the family;

3) a copy of the death certificate of the parent(s) (for orphans);

4) certificate of presence of 4 or more children in the family (for children from large families);

5) certificate on confirmation of disability in the form approved by the order of the Minister of Health and Social Development of the Republic of Kazakhstan No. 142-I of April 1, 2014 (registered in the State Register of Normative Legal Acts as No. 9377);

6) a certificate confirming the right to receive state specific social assistance or a certificate on the absence of specific social assistance for children from families whose average per capita income is below the subsistence level;

 7) identity document (for comparison). Confirmation of receipt of documents is the issuance of a receipt indicating the name and surname of the person who received the documents, as well as a stamp, receipt number and date.

Dormitory accommodation does not guarantee coverage for all students in need. A place in a student dormitory is given in the following order:

1) to students from other regions and remote areas of Kazakhstan;

2) orphan students left without parental care;

3) to semi-orphans;

4) to the disabled;

5) to children of mothers awarded with “Golden necklace”, “Silver necklace” signs;

6) students from low-income and large families.

 1. Placement in a dormitory is carried out on the basis of a contract for renting a place of residence with the head of the dormitory (commandant), on the basis of the resident’s identity card and health certificate.

 2. The decision to provide a place in the dormitory to students who have started a family is considered based on general rules.

 3. During the placement in the dormitory, the students should familiarize themselves with these Rules and the Rules of the internal work order of the college, familiarize themselves with the instructions on the safety of equipment when using household appliances, the established procedure for using personal electrical appliances and the procedure for vacating a place in the dormitory.

  1. The amount of accommodation fee in the student dormitory is determined by the contract of the dormitory administration.
  2. The fee for living in a student dormitory is charged for the entire period of stay (academic year), including vacation time. If the students return home during the vacation period, they do not charge for bedding and additional services.
  3. In case the resident violates the contract of renting a place of residence, he must vacate his place within three days, write a request to leave the dormitory, and with the permission of his parents, the group leader is warned to leave the dormitory, (the commandant) must hand over the place of residence in a clean and working condition.

7. The apartment rental contract is made in two copies, one copy is kept by the resident and the other by the head of the dormitory (commandant).

Entry and exit procedure of the student dormitory

  1. The procedure for entering and exiting the student dormitory is as follows:

– 24 hours a day with watchmen on duty for the order and safety of life:

  1. The requirement of the dormitory administration to observe the established order in the student dormitory is the same for all residents.
  2. In order to enter the student dormitory, residents are issued a pass according to the established model. The pass is the main document for entering the student dormitory. The guest enters the hostel by showing his identity card.

Residents are obliged to meet the guest on time. The visitor’s identity card and the resident’s pass will remain on duty.

4. If the guest returns, the resident must escort the guest before the shift.

  1. A family member of the dormitory residents will enter the dormitory with a valid document after obtaining permission from the dormitory administration to find out about the health, order, and cleanliness of the students.
  2. In case of violation of the rules of the dormitory by those who live in the dormitory or their guests are temporary guests of the dormitory, the head of the dormitory (commandant) will receive an explanation from the violators and send it to the deputy of college education with an appropriate official letter to take disciplinary action.
  3. The caretaker (wachter) has the right to prevent foreigners from entering the dormitory if he fears that there may be a violation of order in the dormitory.
  4. An appeal against such a decision can be resolved through the head of the dormitory (commandant), or, in his absence, through the duty teacher and the deputy of education.
  5. Any rude treatment of the hostel staff, refusal to show the pass and identity card is a flagrant violation of these Terms and internal labor rules.

The rights of residents of student dormitories

 Residents of student dormitories have the right to:

– have the right to live in the residence hall assigned to them during the entire period of study, provided that they observe these Rules, the rules of the internal labor procedure, and the agreement for renting the residence;

– has the right to use rooms for self-work, places for cultural and social events, facilities and equipment of the dormitory;

– has the right to make a request to the head of the dormitory (commandant) and the teachers of the dormitory to carry out timely repair work, to replace the devices and equipment that have failed due to no fault of the resident;

– has the right to form the student council of the dormitory and be elected as a member of it;

– has the right to resolve issues related to the improvement of housing and living conditions, proper organization of educational work and free time through the dormitory student council together with the dormitory educator.

Responsibilities of student dormitory residents

– timely payment of fees for staying in a dormitory, for using bedding and for all offered paid services;

– to keep quiet while using the place for own work and places for cultural and household events and not to interfere with the use of said places by other residents;

– to strictly observe these Rules, safety equipment rules, fire safety rules;

– to strictly observe the instructions for the use of household electrical equipment;

– careful use of special places and equipment, facilities in the dormitory;

– economical use of electricity and water;

– to maintain cleanliness and order in the use of the place of residence and common places, to carry out cleaning work in their rooms every day, and in the dining room according to the duty schedule;

– in case of material damage, to make a payment in accordance with the legislation of the Republic of Kazakhstan and the contract for renting a place of residence;

– to show an identity card and a pass to the dormitory according to the requirements of the dormitory workers;

– to provide an opportunity for the administration of the college and (or) dormitory to inspect living rooms for the purpose of monitoring the implementation of these Rules, checking the integrity of properties, conducting preventive and other types of work;

Dormitory residents are prohibited from:

– to move independently from one room to another;

– to independently transport equipment from one room to another,

– to redo the electrical wiring and repair the electrical system on your own;

– do not watch TV, use tape recorders and other loud objects and do other activities between 23:00 and 07:00 in order not to disturb the peace of residents living in other rooms;

– notices, lesson schedules, etc., on the walls of living rooms, walls of common places, except for specially allocated places. to paste;

– to smoke in hostels;

– to admit strangers to the dormitory and (or) make them spend the night in the dormitory in violation of the established order; to offer accommodation to other persons, including residents of other rooms;

– to come to the dormitory under the influence of alcohol or drugs, use and store alcoholic beverages;

The following are prohibited in the dormitory:

– to sell alcohol and drugs;

– to install an additional lock without the permission of the head of the dormitory (commandant) or to remake the locks or replace them;

– to use open fire sources at the place of residence;

– keep pets in the dormitory;

– do not store bulky objects that disturb the residents living in the room.

The right of the hostel administration

The administration of the student dormitory has the right to:

– to express suggestions for improving living conditions in the dormitory;

– in cooperation with the student council of the dormitory, to submit proposals for disciplinary punishment to the residents who violate the internal order, together with the dormitory teachers, for the consideration of the deputy of educational affairs of the college.

Duties of College Administration

 College administration must:

– to provide students with a place in a student dormitory in accordance with the legislation of the Republic of Kazakhstan and the norms of dormitory accommodation, the Regulations on college student dormitories;

– to inform about systematic normative acts of the college regulating the issues of living in the student dormitory during the placement in the student dormitory and during the students’ further stay there;

– to maintain student dormitories in the necessary condition in accordance with established sanitary rules and norms;

– creation and implementation of residential lease agreements with residents;

– to equip the student dormitory with furniture, facilities, bedding and other equipment;

– replenishment of the staff of the student dormitory with the staff of the service according to the established order;

– to provide residents of student dormitories with the necessary utilities and other services and to provide places for holding cultural-mass, recreational and sports events;

– temporary transfer of a resident of a student dormitory to special rooms based on the doctor’s advice in case of a dangerous disease;

– to support the student council of the dormitory in the development of student self-management on the issues of self-service, improvement of life and recreation of residents;

– implementation of measures to improve the household, cultural and living conditions in the student dormitory, timely measures to implement residents’ suggestions, to inform them about the measures taken;

– to provide the necessary facilities, equipment, tools and materials in the course of cleaning, servicing, improvement of the student dormitory and the approved territory;

– to ensure security and compliance with the established order of conduct in the territory of the student dormitory.

Self-governing bodies in student dormitories

 A member of the student self-government organization living in the dormitory is the student council of the dormitory (hereinafter referred to as the student council), and he can be a representative representing the residents.

The student council of the dormitory regulates the activities of the rooms, (blocks) leaders, organizes the work of the dormitory on self-service, instructs them to voluntarily perform socially useful works in the dormitory and its territory, helps to use the materials entrusted to the residents of the dormitory in a careful manner, cultural- organizes mass events.

The dormitory student council carries out its work based on these Rules.

 A leader is elected in each room (floor) of the dormitory. For each floor, floor supervisors and cleaning supervisors take care of the property in the room, keep the room clean and orderly.

The head of the class bases his work on the decisions of the student council of the dormitory and the administration of the dormitory.


The new medical dormitory in Kyzylorda was handed over from October 15, 2019. The dormitory has a total of 330 beds. 5-story building with 84 bedrooms. Household rooms are provided on each floor. There are two rooms in one section, each section has toilets and a bathroom. Living rooms are equipped with technical household appliances, there are 4 two-chamber refrigerators, 4 ovens for cooking, 1 microwave oven, 4 dishwashers. On the 1st floor, there is a study hall with 3 computers. With laundry, ironing and drying rooms, it includes 4 washing machines and a separate room for changing and changing beds on the floor. There is a recreation room for students, equipped with a modern television. There is 1 isolation room and a medical ward. The hostel is equipped with modern audio-visual surveillance. 22nd video surveillance is located. Video surveillance is on at all times on a special led screen, which is constantly monitored in the room of special duty personnel. The dormitory is clean, modern, and suitable for safe living of students. 4 educators work directly with students, spending their dormitory life interestingly, taking advantage of their free time, participating in various clubs, holding festive events, and organizing educational meetings. The dormitory is clean, modern, and suitable for safe living of students. 4 educators work directly with students, spending their dormitory life interestingly, taking advantage of their free time, participating in various clubs, holding festive events, and organizing educational meetings. The dormitory is clean, modern, and suitable for safe living of students. 4 educators work directly with students, spending their dormitory life interestingly, taking advantage of their free time, participating in various clubs, holding festive events, and organizing educational meetings.
